During a working visit to Moscow, Ruslan Maratbekovich Rakhimov, Rector of the K. Dikambaev Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic, held talks with the leadership of the Moscow State Institute of International Relations (MGIMO).

During the meeting, the parties discussed prospects for further developing cooperation in the fields of higher education and science, academic mobility, training of diplomatic personnel, implementation of joint research projects, and expansion of student and faculty exchange programs.

Particular attention was paid to improving student selection and support mechanisms, developing PhD programs and research internships, implementing joint analytical initiatives, and enhancing the professional skills of foreign affairs officials.

Following the talks, the parties reaffirmed their mutual interest in strengthening their strategic partnership and agreed to intensify their joint efforts on new educational and research projects aimed at fostering international cooperation and training highly qualified professionals in the fields of diplomacy and international relations.

The Kazy Dikambaev Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic received with deep sorrow the news of the passing of the distinguished statesman, public figure, and diplomat; historian, Doctor of Historical Sciences, and professor, Honorary Professor of the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic, Kenesh Nurmatovich Kulmatov.

Kenesh Nurmatovich Kulmatov was born on May 25, 1934, in the village of Ak-Beshim, Chuy District, Chuy Region. In 1955, he graduated from the Faculty of Philology at Kyrgyz State University.

He began his career in the Komsomol, rising through the ranks from instructor to First Secretary of the Central Committee of the Leninist Communist Youth League of the Kyrgyz SSR. Over the years, he headed the Osh Regional Komsomol Committee and the Central Committee of the Leninist Communist Youth League of Kyrgyzstan. As the leader of the republic’s youth movement, he proved himself to be an enterprising and authoritative leader who made a significant contribution to the development of youth policy.

He held senior leadership positions within the party, including First Secretary of the Sverdlovsk District Party Committee of the city of Frunze, First Secretary of the Frunze City Committee of the Communist Party of the Kyrgyz SSR, and Secretary of the Central Committee of the Communist Party of the Kyrgyz SSR. His work contributed to the development of science, culture, literature, and cinema in Kyrgyzstan.

Kenesh Nurmatovich was a renowned scholar and researcher. In 1968, he defended his master’s thesis in history, and in 1984, he earned his Ph.D. in history. He authored five monographs and numerous scholarly works on current issues in international relations and social development.

He has been in the diplomatic service since 1985. After graduating from the Diplomatic Academy of the USSR Ministry of Foreign Affairs, he served as Ambassador Extraordinary and Plenipotentiary of the USSR to the Democratic Socialist Republic of Sri Lanka, the Republic of the Maldives, the Kingdom of Nepal, and the United Republic of Tanzania. In 1991–1992, he served as Ambassador-at-Large for the Ministry of Foreign Affairs of the USSR.

Since 1997, he has been engaged in academic and teaching activities at the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation, serving as Deputy Vice Rector for Academic Affairs and Deputy Director of the Institute for Contemporary International Issues. He was a Doctor of Historical Sciences, a professor at the Diplomatic Academy of the Russian Ministry of Foreign Affairs, and an Honorary Academician of the National Academy of Sciences of the Kyrgyz Republic.

This is a particularly profound loss for the Kazy Dikambaev Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic. Kenesh Nurmatovich was an Honorary Professor at our Academy, and this title reflected the deep respect for his character, his wealth of diplomatic experience, his scholarly authority, and his significant contribution to training professionals for the international arena.

His connection with the Academy was not merely formal, but truly substantive. In 2003 and 2004, Kenesh Nurmatovich chaired the State Examination Commissions of the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic. For the then-young educational institution, his participation was an important demonstration of professional support, high trust, and attention to the development of a national school of diplomatic education.

Kenesh Nurmatovich Kulmatov was elected to the Supreme Soviet of the USSR (6th convocation) and to the Supreme Soviet of the Kyrgyz SSR, and served as a member of the Central Committee of the Communist Party of Kyrgyzstan.

For his many years of fruitful work, he has been awarded high state honors, including the Order of the Red Banner of Labor, the Order of Friendship of Peoples, the Order of Honor, the Order of Manas, 3rd Class, the Order of Dank, and numerous medals.

The fond memory of Kenesh Nurmatovich Kulmatov—an outstanding statesman, diplomat, scholar, and mentor—will forever remain in the hearts of his colleagues, students, and all those who had the good fortune to work and interact with him.

From April 18 to 25, I conducted a working visit to China (Beijing, Suzhou, Shenzhen), which included a series of strategic meetings and negotiations, as well as the exploration of new partnership models.

He participated in the session titled “New Challenges in New Circumstances” at the international forum on high-quality cooperation within the Belt and Road Initiative.

Following the remarks by the Deputy Minister of the International Department of the CPC Central Committee, Jin Xinyi delivered a speech in which he outlined the position on Kyrgyzstan’s role in the new architecture of cooperation and the need to integrate diplomacy, education, and analysis.

1. GENERAL PROVISIONS

• • In accordance with the Cooperation Program between the Ministry of Foreign Affairs of the Kyrgyz Republic and the Ministry of Foreign Affairs of the Russian Federation, the Ministry of Foreign Affairs of the Kyrgyz Republic is conducting activities to accept applications and select applicants from among Kyrgyz citizens through a competitive process, with subsequent recommendations for admission to MGIMO.
  • Only citizens of the Kyrgyz Republic are eligible to participate in the competitive selection process. Applicants may apply for the competitive selection process for only one chosen field of study.
  • The main criteria for the competitive selection process are:

• on undergraduate programs — Results of this year's ORT (International Relations, Law) — the main test and subject test (in history and English), (Economics — the main test and subject test in mathematics and English).
• on Master's programs – English proficiency test results;
• on graduate programs – English test results.
  • Document submission and entrance exams at MGIMO will be conducted remotely. Documents will be accepted in person.
  • Admission to MGIMO is on a state-funded basis.
• In BACHELOR'S DEGREE Nine applicants who received the highest ORT scores will be recommended for full-time study in the following programs:

1. COMMITTEE FOR THE COMPETITIVE SELECTION PROCESS FOR TRAINING PROGRAMS
   • To recommend the admission of applicants to MGIMO, the Ministry of Foreign Affairs of the Kyrgyz Republic establishes an Admissions Selection Committee on an annual basis, which is approved by an order of the Ministry of Foreign Affairs of the Kyrgyz Republic.
   • The Commission’s primary objective is to ensure the transparency, openness, and fairness of the competitive selection process, as well as compliance with and enforcement of regulatory requirements. In its work, the Commission is also guided by the principles of conducting the competitive selection process in a timely manner and ensuring its finality.
   • The Selection Committee’s decision is officially announced on the same day and immediately forwarded to MGIMO via diplomatic channels. The Committee’s decision is recorded in the minutes.

• PROCEDURE FOR SUBMITTING DOCUMENTS
  • Registration for the competitive selection process is conducted online on the Academy’s website.
  • After registering, applicants must submit the original documents to the Admissions Committee of the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic.
  • The Academy's responsibilities include:
• receiving and reviewing documents submitted by applicants;
• compiling applicants' personal files;
• ensuring that applicants and their legal representatives are familiar with these Rules and other necessary information related to the admissions process;
• Notifying applicants recommended for admission.
  • When registering on the Academy’s website, applicants must fill out their personal information and the application form, and upload scanned copies of the following documents:
• BACHELOR'S DEGREE:

• A high school diploma, a vocational school diploma, or a certificate from the educational institution;

   • Applicants' ORT scores are ranked based on their ORT results. Applicants with the highest overall scores will be recommended for further testing at MGIMO.
   • In the event of a tie in ORT scores, priority for admission is given to applicants with higher scores on the subject-specific tests relevant to their field of study.
   • Based on its review of the ORT results, the Commission decides on the list of candidates to be referred for further testing at MGIMO.
   • Applicants prepare the required set of documents for online submission to MGIMO in accordance with the university’s established guidelines.
   • In accordance with MGIMO’s regulations, applicants take an online written test and an interview in Russian and a foreign language at MGIMO.

   • The entrance exam takes the form of an English language test and is administered at the AUCA Testing Center.

On March 2, 2026, a guest lecture on "The Art of Diplomatic Protocol and Official Ceremonies" was held in the conference hall of the K. Dikambaev Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic.
The lecturer was Darya Denisovna Solovieva, senior lecturer at the Department of Comparative Political Science at MGIMO University and candidate of political sciences.
The meeting addressed the practical aspects of diplomatic protocol and ceremonial as crucial elements of official communication. Particular attention was paid to protocol at official events and meetings, the rules of representative communication, and the importance of protocol culture in building trust and mutual understanding in international interactions.
It was noted that mastery of protocol and etiquette standards is an integral part of the professional training of future diplomats and contributes to the development of sustainable skills for correct behavior in official environments, including the preparation and conduct of events involving foreign partners and delegations.
Following the lecture, a question-and-answer session was held, during which participants discussed practical situations and current issues regarding the application of protocol norms in diplomatic and educational practice.
The Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic will continue its practice of hosting guest lectures and meetings with experts aimed at strengthening students' professional competencies and developing a practice-oriented approach to diplomatic training.

On March 26, 2026, the traditional annual meeting of the Minister of Foreign Affairs of the Kyrgyz Republic Jeenbek Kulubaev with representatives of the expert community took place.

During the event, the Head of the Foreign Ministry presented information on the results of the diplomatic service's activities for 2025 and outlined the tasks facing the ministry in the current period.

In particular, Minister Zh. Kulubaev highlighted the historic significance of completing the border delimitation with Tajikistan as a key step in strengthening regional stability. High activity also continued at the international level: 190 meetings and visits were held, over 600 documents were signed, and Kyrgyzstan's diplomatic presence expanded with the opening of new embassies in Ethiopia and Egypt. Digitalization of the consular sphere became an important focus: the launch of the "Electronic Consul" system reduced document processing time by fourfold, and the organization of elections to the Zhogorku Kenesh (Parliament) abroad ensured increased turnout among compatriots.

Touching on the international agenda, Zh. Kulubaev reaffirmed his commitment to the principle of multi-vector policy and stated that Kyrgyzstan maintains a balanced position in relations with strategic partners—Russia, China, Central Asian countries, and Western countries—advocating for the peaceful resolution of conflicts based on international law.

Touching on plans for 2026, the Minister emphasized the special significance of Kyrgyzstan's chairmanship of the SCO, which coincides with the Organization's 25th anniversary, and outlined Bishkek's priorities for this period. He also discussed preparations for the 6th World Nomad Games and the Chyngyz Aitmatov Issyk-Kul Forum, which will serve as important platforms for promoting cultural diplomacy and strengthening the country's image on the global stage.

At the end of the meeting, Foreign Minister Zh. Kulubaev answered questions from experts, emphasizing the Ministry of Foreign Affairs' openness to proposals and constructive dialogue.

On February 25, 2026, a roundtable discussion on the topic "Muratbek Imanaliev: Professional Path and Contribution to the Development of the SCO" was held at the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic. It was timed to coincide with the 70th anniversary of the outstanding diplomat, statesman, and public figure of the Kyrgyz Republic, Muratbek Sansyzbaevich Imanaliev.

The event was attended by the leadership of the Ministry of Foreign Affairs of the Kyrgyz Republic, the Diplomatic Academy, heads of the diplomatic corps, M. Imanaliev's relatives, as well as representatives of the expert and scientific community, veterans of the diplomatic service, and associates of the anniversary hero.

In his video address, Foreign Minister Jeenbek Kulubayev described the anniversary celebrant as the "patriarch of Kyrgyz diplomacy" in our country. He also emphasized that it was M. Imanaliev who, in 1991, formed the first professional team at the Ministry of Foreign Affairs, which today represents the country's interests on all continents. The minister expressed his deep gratitude to the prominent diplomat for his dedicated service to the Fatherland, noting that his wealth of experience is now a national asset.

Deputy Minister Almaz Imangaziyev recalled that it was under Imangaziyev's leadership that Kyrgyzstan received international recognition and joined the UN. Rector of the Diplomatic Academy, Ruslan Rakhimov, in turn, emphasized his contributions to the development of the national diplomatic school.

Video congratulations were also delivered by SCO Secretary-General Nurlan Yermekbayev, CSTO Secretary-General Taalatbek Masadykov, and CIS Secretary-General Sergey Lebedev. The heads of the organizations emphasized M. Imanaliev's exceptional personal and professional qualities, noting his outstanding contribution to the development of international cooperation and strengthening the authority of the regional associations where he served in leadership positions. On behalf of the diplomatic corps, Nazirmad Alizoda, Dean of the Council of Ministers and Ambassador of Tajikistan to Kyrgyzstan, expressed his deep respect.

A key event was the award ceremony for the M. Imanaliev Scholarship, established by the diplomat's family in conjunction with the Diplomatic Academy to support talented international relations students.
Guests were particularly drawn to the photo exhibition, which captured key milestones in the hero's life: from his time as Minister of Foreign Affairs and Secretary General of the SCO to archival documents and heartwarming family photos.

At the conclusion of the meeting, veterans of the diplomatic service, scholars, and experts shared personal recollections of M. Imanaliev's professional career. The participants discussed in detail his role in strengthening international cooperation and developing the school of Oriental studies, confirming the anniversary's status as an outstanding diplomat.
