INFORMATION ABOUT THE ACADEMIC MANAGEMENT DEPARTMENT

Training Department is a structural division of the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic named after K.Dikambaev, performs management of internal system of quality assurance of education, including elements of educational-organizational and methodical activity (regarding an estimation of quality of knowledge and a teaching methodology of disciplines), introductions of modern informational educational technologies.

The activity of the department is directed on coordination of work of study and scientific and other structural divisions of Academy in the sphere of planning, organization, carrying out and providing all educational and study-organizing activity, and also on control, registration, analysis and estimation of this work, development of recommendations on its perfection for increasing of efficiency and quality of preparing the graduated staff.

The main functions of the Department are:
  1. Organization and planning of the educational process on all directions together with the Departments and other structural subdivisions that provide educational activity of the Academy.
  2. Monitoring, record keeping, analysis and evaluation of the training and educational-organisational work in the Academy.
  3. Providing and developing knowledge quality assessment processes, students (within the framework of the academic student rating system), as well as maintaining and developing the information-analytical resources of the System.
  4. Coordination of Academy structural divisions' activity in the sphere of educational-organizational and teaching-methodological work perfection, its provision, increase of educational process efficiency and specialists' training quality.
  5. Development of drafts of the normative legal and normative-methodological documents on perfection of the system of quality assurance of education in the Academy.
  6. Creation and development of the branched out integrated informational system of databases of educational process providing conditions for decision of a spectrum of the tasks in the field of the organisation, planning, control and development of the educational process.
  7. Preparation of the reference, reporting and other documents on the condition of the educational process and quality of training of specialists and their representation to the Academy management and Academic Council.
  8. Introduction of modern information technologies in spheres of teaching and management of educational process.
The Regulations on the Educational Department.
Academic Council

Academic council The Academic Council is the highest public and professional authority exercising the general management of the MA MFA of the Kyrgyz Republic. The purpose of the Academic Council is to define the current and prospective directions of the Academy activities, to unite the efforts of the Academy management, scientific and pedagogical staff, educational and support staff to train specialists meeting modern requirements, to coordinate educational, teaching and methodological, research and educational activities of the Academy.

The Regulations on the Academic Council is developed in accordance with the Decree of the Government of the Kyrgyz Republic dated May 29, 2012 № 346 Annex 8 "Regulations on the Academic Council of Higher Education Institution of the Kyrgyz Republic", the Law "On Education", the Regulations "On Higher and Postgraduate Professional Education" and the Charter of the DA MFA of the Kyrgyz Republic named after K.Dikambaev.

The composition of the Academic Council, its authority, leadership of the Academic Council, rights and responsibilities of its members, organisation of the Council's work and procedure of meetings are determined by the "The Regulations on the Academic Council of DA MFA KR".

The composition of the Academic Council includes Extraordinary and Plenipotentiary Ambassadors, famous scientists, scientists in the field of training, employees of the MFA, who do not work at the DA MFA of the Kyrgyz Republic.

The term of office of the Academic Council of the DA MFA of the KR is 3 years.

The sessions of the Academic Council of the Diplomatic Academy are held at least once a month.

Decisions of the Academic Council of DA MFA KR are taken by a simple majority vote and shall come into force immediately after their signing by the Chairman of the Academic Council of the Diplomatic Academy.

The main tasks of the Academic Council are:
  • Deciding on the most important issues of the Diplomatic Academy's development, its training and research activities, and international relations;
  • To consider recommendations of the Ministry of Foreign Affairs of the Kyrgyz Republic on the content of educational programmes;
  • Determining the structure of the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic and making changes;
  • Decision-making on opening new areas of specialists' training on main and additional programmes of professional education;
  • Approval of educational programmes and curricula;
  • Approval of the main provisions governing educational, research and educational work in the Diplomatic Academy;
  • Determination of the procedure and organization of elections of the Rector, the Heads of the Departments;
  • Examination of the issues concerning the awarding of academic titles and appointment of scientific and pedagogical staff;
  • To approve the annual estimates of income and expenditure of the Academy, to hear the reports on their execution.

Department “International Relations and Law”

The Department "International Relations and Law" in its educational and research activities is focused on training bachelors in the direction of 530800 "International Relations" and masters in the directions: 530800 "International Relations", 530500 "Jurisprudence" and 530600 "Journalism" in accordance with the requirements of the State Standards of Higher Education of the Kyrgyz Republic.

The master's programmes in each area cover a wide range of issues which are most topical at the current stage of development of international relations and international law. A combination of general and specialized courses provides an opportunity for in-depth study of international political issues such as foreign policy priorities of the Kyrgyz Republic at the present stage, problems of modern international relations and world politics, integration processes in Central Asia/CIS, megatrends and global problems, international security at the global and regional levels.

At the same time, students receive a solid training in modern branches of international law, including international humanitarian law, international criminal law and issues of international migration law. During their master's studies, students acquire theoretical knowledge and experimental skills, and acquire the ability to plan and implement complex research projects.

Applying innovative teaching methods, lecturers of the department strive to develop in students and trainees the basics of analytical thinking. Classes are organised in a variety of forms: round tables, seminars, business games and presentations to create an environment for polemical dialogue.

The concept of this scientific and pedagogical direction involves solving urgent tasks of foreign policy process in political discourse, which have scientific and practical importance to the national security of the Kyrgyz Republic, to increase the effectiveness of democratic political institutions. The Department maintains close scientific contacts with Tomsk State University, Peoples' Friendship University of Russia, Moscow State Institute of International Relations (MGIMO (U), Diplomatic Academy of the Russian Federation Ministry of Foreign Affairs. Since 2016, a joint master's programme in Eurasian Studies has been implemented with the National Research Tomsk State University; since 2019, a joint master's programme in International Relations and International Law has started with the PFUR. A special feature of the implementation of such joint projects is the obtaining of double degrees.

The Department has become an active partner of the Russian Centre for Geopolitical Investigations "Berlek-Unity" (Russia, Ufa) and conducts research on contemporary political and social processes in the CIS countries, as well as organizing various meetings and events for students of Diplomatic Academy. As an official partner of the CGI, the Department engages students from other Kyrgyz HEIs (Kyrgyz-Russian Slavic University, Kyrgyz National University, Kyrgyz State University named after I. Arabayev) to participate in such meetings.

Graduates effectively work in the legislative and the executive authorities of the republic, the Ministry of Foreign Affairs of the Kyrgyz Republic, Kyrgyz missions abroad and international organisations, and they have already gained the glory and pride of the Academy. Most of them are in demand in academic institutions and business circles. The high level of education and rich research traditions allow us to look into the future with confidence and optimism.

Meetings with representatives of diplomatic corps are one of the important forms of the Department's work. The frequent guests of the Diplomatic Academy students are the Extraordinary and Plenipotentiary Ambassadors of the countries that are accredited in the Kyrgyz Republic. Such meetings allow students and Masters students to obtain information on countries and bilateral relations, to learn about the peculiarities of the diplomatic service, and so on.

The Department conducts research work with postgraduate and doctoral students, as well as candidates for academic degrees in the field of political science.

One of the main areas of scientific and pedagogical activities of the department is the analysis of the features and mechanisms of the processes of modernization of Kyrgyz society, the formation of new political institutions in the context of contradictory trends and factors caused by globalization and regionalization of world trends.

The guests of the department are also representatives of various international organizations (K. Adenauer Foundation, F. Ebert Foundation, UNDP in the Kyrgyz Republic, etc.).

Department overview

The Department of "Diplomatic and Consular Service" is one of the fundamental departments established since the founding of the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic. Department at different periods of its functioning was headed by well-known diplomats and scientists, in particular the head of the department for a long time was Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic M.U. Saralinov.

The goals and objectives of the Department are determined jointly with the Academy, based on the national economy requirements for highly qualified specialists, the world best practices in professional training, the competence-oriented approach to education, as well as the mutual interests of the Ministry of Foreign Affairs of the Kyrgyz Republic and the Academy.

The mission of the Department is to train highly qualified specialists in world economy, international business and management projects, using innovative, practically oriented educational tools, in leading research activities in order to contribute not only at the institutional, but also at the national level.

The department's aim is to train highly qualified Masters students with strong analytical, research and leadership skills who are able to successfully implement their chosen field of work.

At the Department of "Diplomatic and Consular Service" DA of the Ministry of Foreign Affairs of the Kyrgyz Republic have been opened 3 Master's programmes of study and by direction:

The activities of the department are directed at training specialists for departments and divisions of the Ministry of Foreign Affairs of the Kyrgyz Republic, as well as for other ministries and departments, executive and legislative authorities, large companies and firms of the Kyrgyz Republic.

In particular, an agreement was signed with the RUDN on a dual degree programme in Management (International Management and International Project Management), which has been successfully implementing since 2019.

a graduated student of the Faculty of Economics at St. Petersburg State University, Candidate of Economic Sciences, Associate Professor (code 08.00.01 - theoretical economics).

She worked at the leading universities of the Kyrgyz Republic, in particular at the American University of Central Asia and the Academy of Public Administration under the President of the Kyrgyz Republic. She published over 40 works. Her main fields of scientific interests are problems of transition economy, strategic development of national economy under the new conditions of regional integration. Participated in international programs and projects - participant of the Fulbright Academic Exchange Program of the US Department of State (2001), TEMPUS program (EU) - 2003.

The Department of State and Foreign Languages is an educational subdivision of the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic. The Department has highly qualified, with a long experience in scientific, methodological and pedagogical activities, teaching staff and young professionals. Of these, there are 5 PhDs, associate professors, 1 professor, 5 senior lecturers, 4 lecturers and 1 laboratory assistant.

Since 2018, the Department of State and Foreign Languages is the graduating department and trains specialists in Linguistics (profile "Training of translators for international organisations").

The Department carries out its activities on the basis of the normative documents of the Ministry of Education and Science of the Kyrgyz Republic, DA MFA of the Kyrgyz Republic, the state educational standard for the specialty, complex perspective and current plans.

Syllabuses, working programs and schedules on disciplines correspond to the state educational standard on a specialty.

The main goal of the department's activity is to provide the educational process in accordance with the normative acts of the state educational standard, to create educational, scientific, methodical and practical base for students.

Department of "State and foreign languages" provides training in additional foreign languages for students of DA MFA KR on the bachelor's and master's programs. Students have the opportunity to study French, German, Arabic, Chinese from any level.

The Master's programme "Training of translators for international organisations" (direction "Linguistics") at DA MFA KR was opened in response to the request of the MFA KR to organise a system of master's training of translators for the MFA of Kyrgyzstan, international organisations and other government agencies working in the field of international relations.

The Master's programme is aimed at training highly qualified international translators for work in international organisations as well as public authorities.

Features and advantages of the programme

The programme "Training of translators for international organizations" (linguistics) is in the first place designed for linguists, philologists, foreign language teachers, specialists in intercultural communication, international communication specialists, who are interested in modern theoretical and practical problems of translation, especially in relation to the practice of translation activity which took shape in international organizations.

The master's program integrates elements of translation, linguistic, pedagogical training, as well as training in diplomacy and international relations.

Teaching disciplines

The translations component of the programme includes, above all, practical training in specialised translation with leading teachers from the Moscow State Linguistic University who have extensive experience in translation work, including work in international organizations. Intensive interpreting and translating classes are given in English with the main focus on international organizations (conflict and peace issues, climate change, world economy and international law, etc.) to prepare students for their future careers in the most efficient way. Regular practical training with our lecturers and the staff of the MSLU - staff of the UN Russian translation and interpretation service, introduces students to the peculiarities of the service and the requirements for translators of international organizations.

The specialized modern simultaneous interpretation equipment of the DA of the Ministry of Foreign Affairs of the Kyrgyz Republic, which reproduces real working conditions of a simultaneous interpreter, and also specialized classrooms equipped with modern equipment and software.

An important element is the practical work experience that master interpreters gain from working as interpreters and consecutive interpreters at the events organised at the DA MFA of the Kyrgyz Republic.

The linguistic component of the programme, along with the traditional disciplines, includes author's courses by the lecturers of the partner university MSLU of the Russian Federation.

The pedagogical component of the Master's program provides in-depth training in the pedagogy of higher education, as well as methods and technologies of foreign language teaching. The practical part of the pedagogical training of Master students is conducted under the guidance of leading teachers of the Department of SaIL DA of the Ministry of Foreign Affairs of the Kyrgyz Republic and involved specialists of the MSLU of the Russian Federation.

The component of international relations and diplomacy aims to form a holistic view of the modern system of international relations, which is necessary for the realization of competent professional translation activities in international organizations.

Competencies

The Master's programme "Training of Interpreters for International Organisations" contains courses aimed at developing the research competencies of Master's students, which will enable them to continue their post-graduate research activities after graduation.

An important element in the training of future translators are internships, including overseas, as well as practical experience, which master students get already on a student campus, working as interpreters and consecutive interpreters at the events held at the DA MFA of the Kyrgyz Republic.

Department's logistical and technical resources

The Department of State and Foreign Languages implements basic vocational training programs on the material and technical base, which includes:

  • Lingaphone classroom equipped with a lingaphone system with 16 seats, headsets, computer;
  • Special simultaneous translation equipment "Dialogue-M16" with a soundproof interpreter's booth, an interpreter's console with a microphone and headphones;
  • A computer lab equipped with computers, sets of audio headsets, a set of teaching aids, and a set of projection equipment;
  • Specialized classrooms: classrooms of State, English, Chinese, Iranian, Arabic languages equipped with a set of projection equipment, interactive boards, printer, computer, as well as video and audio materials in foreign languages, audio and video courses for teaching foreign languages, specialized literature in foreign languages.
