Biography

He graduated from Kyrgyz State University with a major in Economics. In 1990, he defended his Master’s thesis, and in 2017, his doctoral thesis in Economics. He holds the academic title of Associate Professor (Kyrgyz Republic and Russian Federation, 2011). He holds the rank of State Counsellor of the Kyrgyz Republic, Third Class.

Over the years, he has held various senior government positions, including head of the state administration of the Panfilov and Uzgen districts, representative of the President of the Kyrgyz Republic to the Jogorku Kenesh (Parliament), head of departments and divisions within the Presidential Administration, and First Deputy Minister of Agriculture of the Kyrgyz Republic. He participated in the drafting and defense of the laws “On Cooperatives” and “On Public Service.”

He is the author of approximately 80 scholarly works, including textbooks and monographs on regional and agricultural economics, public administration, and international economic relations.

He has received state awards, including the title of “Honored Worker of Agriculture of the Kyrgyz Republic,” and is an honorary citizen of the Uzgen and Kemin districts.
