During the discussion, A.E. Dzhorobekova gave the following explanations: "The issue of the situation of the Russian language in Central Asian countries and the problems of oppression of the Russian diaspora was raised at the debate. Representatives from Central Asian countries were given the opportunity to speak about the situation in each country. In my speech, it was stated that the situation with the Russian language in Kyrgyzstan is the most favourable than in the neighbouring countries. Only here is Russian the official language, which is enshrined in the Constitution of the Kyrgyz Republic, and the media broadcast in Russian on 90% of the territory. My mistake is that in my speech I used an unfamiliar term for the general public "national crocodiles" which is used in the expert community to denote a group of people who foment inter-ethnic conflicts in any country of the world. I very much regret that this term has caused such a wave of negative reaction in the public.
Last night I gave an interview to journalists and bloggers explaining what I had said at the Valdai Forum, which has been widely discussed on social networks. I did not intend to insult anyone's feelings, and I certainly did not insult the Kyrgyz language. And I offered my sincere apologies to the general public who expressed their disapproval and indignation. I am a true patriot of my country and always stand up for the interests of Kyrgyzstan, the Kyrgyz people and the Kyrgyz language when speaking at international venues".
Afterwards, Ch.U. Adamkulova, Rector of the Academy, spoke and said that the Diplomatic Academy is a subordinate organization of the Ministry of Foreign Affairs of the Kyrgyz Republic and therefore public speeches, comments and statements must comply with ethical norms and be within the official position of the Ministry of Foreign Affairs of the Kyrgyz Republic. All other employees should strictly adhere to the framework of ethical standards and the official position of the MFA KR when making statements and participating in conferences, roundtables and forums. Ainur Eshimbekovna in her speech and her use of the term "national crocodiles" hurt the feelings of the general public and went beyond ethical norms.
As a result of the discussion, the Diplomatic Academy's workforce decided to declare the Head of the International Relations and Law Department A.E. Dzhorobekova a disciplinary sanction - a reprimand, with a note in her personal file. All other employees of the Diplomatic Academy should not allow violations of ethical norms and should not go beyond the official position of the MFA of the Kyrgyz Republic.
