On January 22–23, 2026, the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic held advanced training courses for employees of the Delegation of the European Union to the Kyrgyz Republic.
The event was organized by the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic jointly with the Delegation of the European Union to the Kyrgyz Republic.
The aim of the programme is to enhance the professional competence of the staff of the EU Delegation in matters of international law, diplomatic negotiations, protocol and etiquette, taking into account the specific activities of international organisations and the national context of the Kyrgyz Republic.
Ruslan Maratbekovich Rakhimov, Rector of the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic, delivered a welcoming speech at the opening of the courses, emphasizing the importance of practice-oriented education and the development of professional dialogue between the Kyrgyz Republic and the European Union.
The program included three interrelated training courses.
First year - "Fundamentals of International Law in Diplomatic Practice: Status, Privileges and Responsibilities" — was taught by Doctor of Law, Professor Aidar Muratovich Dzhumagulov and Professor Andrei Valerievich Ten. The course focused on a practical understanding of international public law, primarily the provisions of the 1961 Vienna Convention on Diplomatic Relations. The course addressed issues of diplomatic status, privileges and immunities, legal liability, and the specific application of international law in the legal system of the Kyrgyz Republic. Particular attention was paid to the analysis of typical legal and protocol risks arising in the daily activities of international organizations.
Second year - "Fundamentals of the Diplomatic Negotiation Process: Protocol, Communication, and Practical Tools" — led by Irina Orolbaeva, Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic and Professor at the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic. The course aimed to develop students' basic skills in preparing for and conducting negotiations in an international environment, strategic and intercultural thinking, and effective communication with government and non-government partners. The training covered the stages of the negotiation process, the specifics of interaction in a multinational environment, and practical tools for handling complex and challenging negotiation situations.
Third year - Diplomatic Protocol and Etiquette — led by Professor Lidiya Adamkalievna Imanalieva, Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic. During the course, participants learned about modern standards of diplomatic protocol and business etiquette, the protocol practices of international organizations, and the specifics of state protocol in the Kyrgyz Republic. Special attention was paid to issues of intercultural communication, protocol security, and preventing reputational risks in professional activities.
The courses concluded with a debriefing and exchange of opinions. Participants noted the programs' high practical relevance, the relevance of the topics presented, and the training's focus on real-world work situations.
Conducting these courses has become an important contribution to the development of the professional potential of the staff of the Delegation of the European Union and contributes to the further strengthening of institutional cooperation between the Kyrgyz Republic and the European Union.
